To ensure the safety and quality of footwear offered to consumers, the Department of Promotion of Industry and Internal Trade (DPIIT) has made it mandatory for all footwear manufacturers to obtain BIS certification and affix an ISI label to their products. BIS certification for footwear is mandatory for selling footwear in India. It ensures compliance with legal requirements and enables participation in tenders and contracts. Adherence to safety standards protects the manufacturer’s interests by reducing the risk of product recalls, consumer complaints, and litigation.

The new regulations, which came into force recently, are aimed at curbing the import and production of substandard footwear in India. Failure to comply with these regulations can result in severe penalties, including heavy fines and imprisonment. It is therefore important for footwear manufacturers in India and abroad to understand the intricacies of these regulations and ensure that their products meet the required standards.

DPIIT has issued three Quality Control Orders (QCOs) for different types of footwear:

Personal Protective Equipment Footwear (Quality Control) Order, 2020

Footwear made from All Rubber and all Polymeric Material and its Components (Quality Control) Order, 2024

Footwear made from Leather and other Materials (Quality Control) Order, 2024
